Caregivers Alliance Limited to Merge with Resilience Collective

Merger of mental health charities aims to strengthen mental health recovery and foster resilience in the community.
Serving both individuals with mental health issues and their caregivers.  

9.00am, Monday, 17 February 2025 To strengthen mental health recovery support in Singapore, Caregivers Alliance Limited (CAL) will merge with Resilience Collective (RC). The merger aims to take a holistic approach to mental health, addressing and supporting the well-being of individuals and their families.

The merger brings together over 10,000 caregivers from CAL and approximately 2,000 individuals with mental health conditions from RC, allowing both groups access to a broader range of services. These include crisis intervention, self-care tools, peer support, training, and resilience-building initiatives. Together, the organisation will reach a broader spectrum of the community from youths to older adults.

Support from Prominent Sector Leaders

The merger has received strong endorsement from two prominent leaders in the social service sector:

Dr. Gerard Ee, Chairman of AIC (Agency for Integrated Care), commented that, “CAL and RC coming together to tackle this big community challenge exemplifies how NGOs should plan. Combine the resources which each possess and achieve more effective outcomes. This is the model which organisations formed for community services may want to consider. Each organisation has its unique strength, and the community will be better served when organisations combine their resources. I credit the wisdom of the stakeholders of both CAL and RC for deciding to make this challenging journey together.” 

Ms. Anita Fam, President of National Council of Social Service (NCSS) commented that, “The merger of CAL and RC is significant, for it demonstrates the maturing of our mental health sector. With this merger, not only service users but also their families and caregivers will benefit from economies of scale, broader and deeper collaborative expertise and more importantly, from the holistic support provided to the service user and family unit. I applaud both organisations in taking this big step together.”

New Leadership

Mr. Hsieh Fu Hua, a dedicated advocate for mental health is the newly appointed Chairman of the CAL Board.  He is also the former President of NCSS and co-founded both CAL and RC in 2011 and 2018, respectively. Mr. Hsieh will lead a new Board comprising members from both CAL and RC:

    • Mr. Chiang Joon-Arn, Head of FIR-ST Corporate Ventures, Straits Trading Limited
    • Mr. Raymond Choo, General Counsel of Canyon Global Holdings Pte Ltd
    • Professor Chua Hong Choon, CEO of Khoo Teck Puat Hospital
    • Ms. Goh Swee Chen, Chairman of the Board of Nanyang Technological University
    • Ms. Tina Hung, Senior Consultant at the National Council of Social Service
    • Mdm. Kay Kuok Oon Kwong, Director of Kuok (Singapore) Limited, and
    • Mr. Sallim Bin Abdul Kadir, Principal Consultant at Innova Consultancy.  

Mr. Tim Lee stepped down as Chief Executive Officer of CAL at the end of December 2024, after seven years of dedicated service. Mr. Tim Oei, former CEO of National Kidney Foundation succeeded him, effective 1st February 2025.

We are grateful to CAL’s former Chairperson, Ms. Jennifer Fan and Mr. Tim Lee for their leadership in CAL’s success.

About Caregivers Alliance Limited

Caregivers Alliance Limited is the only non-profit organisation in Singapore dedicated to meeting the needs of caregivers of persons with mental health issues through training and support. As their journey can be physically, mentally and emotionally demanding, CAL’s mission is to engage, equip and empower them to achieve a high level of well-being and resilience. About Resilience Collective

Resilience Collective empowers individuals with lived experiences of mental health conditions, whom we refer to as peers, through a variety of impactful initiatives. At the heart of our work is the Circles of Resilience programme, which offers a safe, supportive space for peers to connect and share their recovery journeys. Held monthly with consistent, familiar groups, these sessions foster a sense of belonging and trust, allowing participants to build meaningful, close-knit relationships.

Our complementary programmes provide peers with practical recovery strategies and coping mechanisms as they navigate their recovery journeys. Mr. Tim Oei, new CEO of CAL (1 February 2025)

Tim Oei took the helm of NKF in August 2017, where he advocates for a transformation of the renal care landscape through innovation of kidney treatment as well as emphasis on holistic care of kidney patients beyond their dialysis treatment plans. A lawyer by training, he believes public education on cause and prevention of kidney failure is the key to moving towards a future free of kidney disease. Tim volunteers his time with several non-profit organisations and various panels. He also enjoys mentoring like-minded individuals who sought him out for his extensive experience within the healthcare, community and social services, and hopes to inspire them onto meaningful leadership journeys that can benefit the non-profit sector as a whole.

Mr. Hsieh Fu Hua, Chairman of CAL & RC

Mr. Hsieh Fu Hua serves on the boards of several non-profit and business organisations. He chairs the National University of Singapore and the WWF-World Wide Fund for Nature (Singapore) Limited.  He has co-founded several charities, especially in the area of mental health.  He was previously President of the National Council of Social Service and Chairman of the Stewardship Asia Centre, the National Gallery Singapore, the Singapore Business Federation Foundation Limited and the National University Health System.

In business, Mr. Hsieh is the Chairman of Eastspring Investments Group Pte Ltd and GXS Bank Ptd Ltd. He is also a board director of GIC Private Limited and adviser to the PrimePartners Group, which he co-founded. He was the CEO of Singapore Exchange, President of Temasek Holdings, Chairman of Tiger Airways Holdings and United Overseas Bank respectively.
